OPENING OF THE 18TH PARLIAMENT ADDRESS BY THE HEAD OF STATE AFIOGA TUIMALEALIIFANO VAALETO’A SUALAUVI II- 16 September 2025 – Apia, Samoa.

We give thanks to Almighty God for His grace and mercy that have carried our nation safely through the recent general elections.

As we assemble today to witness this momentous occasion, the official opening of the 18th Parliament of the Independent State of Samoa, we acknowledge that all authority comes from God, and without His blessing our work is in vain. As the Psalmist declares: “Unless the Lord builds the house, the builders labor in vain” (Psalm 127:1).

The campaign season is now behind us, and our people have spoken through the results of our general elections. Differences may remain, but should not continue to cause division and non cooperation among individuals, families, villages, districts, and government.

It is time to heal wounds, forgive, reconcile, and march forward and serve together in the spirit of unity, because the Parliament and Government of Samoa belongs to the nation, to all citizens of our country, young and old, rich and poor, and all of us. Our canoe cannot move forward if each person or faction paddles in a different direction. It is imperative that we paddle together, for the good of our country and people, and for the glory of our God.

As we inaugurate our new Parliament today, I congratulate our new Prime

Minister, the Right Honourable Laaulialemalietoa Polataivao Fosi. You are now entrusted with the solemn responsibility of leading Samoa throughout the forthcoming five-year parliamentary term.

May your leadership be abundantly blessed with wisdom, discernment, and favour from our Heavenly Father. Please remember these words of the prophet Micah as you stand at the helm of Samoa’s voyage, and I quote, God has shown you what is good. And what does the Lord require of you? To act justly, love mercy, and walk humbly with your God.

I extend congratulations to the Honourable Deputy Prime Minister, Members of Cabinet, and Associate Ministers on your appointments to these vital offices within our government. May the Holy Spirit provide you with guidance and strength to carry out the work entrusted to you.

I take this opportunity to congratulate the Speaker, Honourable Auapaau Mulipola Aloitafua, for your distinguished role to preside over the Legislative Assembly of Samoa.

I acknowledge the Deputy Speaker, the Leader of the Opposition, and all Members of the Legislative Assembly. Your respective roles in representing your

constituencies is of profound importance, and may your collective wisdom and deliberations advance our nation in the pursuit of progress and stability.

I also acknowledge the Former Prime Minister Honourable Fiame Naomi

Mata’afa, Cabinet Ministers, and all parliamentarians who served our government in the 17th Parliament. Thank you for your leadership and service for Samoa.

I commend His Honour the Chief Justice and the Judiciary for their role in upholding the rule of law throughout the election process.

I acknowledge with appreciation the diligent work of the Electoral Commissioner and staff, government officials, and all who participated in ensuring that the

electoral process was conducted with integrity and fairness.

I extend my sincere gratitude to the clergy of all denominations, prayer warriors, and all our people for your dedication in entrusting Samoa to God through prayers, devotion, and fasting.

Honourable Leaders and Members of Parliament, a well-known Samoan saying

reminds us, “Many hands make the work lighter,” and “By shining many lights, the finest of the sea’s creatures are brought into view.”

These sayings do not merely refer to the ordinary tasks of our daily life; they are even more relevant to the difficult tasks and solemn duties that lie before this Parliament.

Upon your shoulders rest the trust and hopes of our nation, as you are called to lead our Government with love, unity, and purpose- not only for the benefit of villages and districts but for the success of the entire country.

Let us humbly seek the gracious guidance of our God, so that wisdom, courage, and steadfast resolve may be abundantly bestowed upon this Parliament.

May your deliberations be conducted with clarity, integrity, and purpose, ensuring that every decision strengthens the welfare, stability, and stewardship of our nation.

May you continue unwaveringly in your duties and responsibilities as Leaders of government and Members of Parliament, diligently serving for the success and enduring well-being of our people. Above all, may every undertaking be guided

and sustained under the sovereign authority of God the Father, the Son, and the Holy Spirit, upon whom our Independent State of Samoa is founded.

May the Lord bless you and keep you;

May the Lord shine his face on you and be gracious to you; May the Lord turn his face toward you and give you peace.

May our Almighty God grant you favour, wisdom and strength, that you may faithfully and effectively fulfill your calling.
